HOA approval and permits for a patio cover in Kern County

Which jobs need a permit.
An attached patio cover in Kern County is an addition to the structure of the house, and it normally needs a building permit. The permit covers the drawings, the engineering for the span and the wind load, and an inspection. What the association wants.
